Based on Arizona Revised Statutes §28‑1179 and supporting guidelines, the following apply to OHVs:
- Helmet
All riders under 18 must wear a properly fitted, fastened, motorized vehicle‑specific DOT‑approved helmet while operating or riding an OHV on public or state land.
- Brakes
Must have adequate brakes to safely control and stop the vehicle under normal operating conditions.
- Lights
If operating between 30 minutes after sunset to 30 minutes before sunrise, the OHV must be equipped with lighted headlights and taillights that meet or exceed OEM specifications.
- Noise Control (Muffler)
Except on a closed course, OHVs must include a muffler or other noise-dampening device that limits sound to 96 decibels or less, measured per SAE or ISO standards.
- Spark Arrestor
OHVs must have a constantly operating USDA-approved spark arrestor, except on closed courses.
- Safety Flag
In designated dune areas or as required by land managers, a 6" × 12" safety flag must be mounted at least 8 feet above ground level.
- Eye Protection
If the OHV lacks a windshield, eye protection (goggles or similar) is required while operating.
- Additional Equipment
Depending on context—like riding on roads—requirements may include a rearview mirror, brake light, seat and footrests, license plate visibility, and more.
